Listening Session Summary
The US Department of Transportation (USDOT) and the Federal Highway Administration (FHWA) sponsored the Capital Market Listening Session in order to learn more about the current environment for surface transportation project finance. USDOT and FHWA are not seeking consensus on the issues discussed. By posting these notes, the AASHTO Center for Excellence in Project Finance (the Center) is inviting session participants and other interested individuals to provide additional input for consideration.

The FHWA Office of Innovative Program Delivery and the AASHTO Center for Excellence in Project Finance are co-sponsoring a listening session for capital markets participants about the current state of the financial markets, and how it affects financing and procurement of transportation infrastructure projects. Financial and transportation industry participants, including investment bankers, rating agencies, financial advisors, insurance companies, consultants, and highway and transit agency financial experts are invited to share their views on the current outlook for bringing projects to market, and the role of innovative tools such as tolling and pricing, HOT lanes, TIFIA credit assistance, Private Activity Bonds, Build America Bonds, and public-private procurement models.
