Overview

In May 2008, the U.S. Department of Transportation awarded $980,000 to the University of Vermont’s Transportation Research Center (TRC) for a workforce development project to design innovative programs to attract and retain skilled workers in the northern New England transportation sector.  The TRC grant is funding four new programs, including the Transportation Systems Institute (TSI.)

Led by the Technology Extension Division of Vermont Technical College, the TSI’s goals are to retain new workers in the transportation field and provide education and support for current employees as they strive to meet the organizational and operational needs of their DOTs.  The multi-disciplinary program uses experienced personnel as mentors, teachers, and program developers to raise awareness of a broad range of challenges and opportunities in today’s transportation sector.  The participants in the initial TSI program – 15 employees of the Maine, New Hampshire, and Vermont DOTs – meet once a month (January–June) in Concord, NH. 

The AASHTO Center for Excellence in Project Finance conducted a finance education program for the May 2010 TSI meeting.  The program began with an overview of highway finance, addressed the Federal-Aid Highway Program, the Municipal Bond Market, and Public Private Partnerships, and concluded with an update on surface transportation reauthorization.
