Public-Private Partnerships for Transportation: Tools, Techniques and Trade-Offs

Overview
Designed for state officials, the National Governors Association Center for Best Practices, in partnership with the National Conference of State Legislatures, and the AASHTO Center for Excellence in Project Finance, is hosting a Workshop on Public-Private Partnerships for Transportation to assist state teams in exploring how P3s—contractual agreements between states and a private sector entity—might be used to enhance the delivery and management of transportation infrastructure and get a better appreciation for the tradeoffs with public sector approaches.
Representatives from the state's governor’s office, transportation agency, and legislature will engage in interactive discussions with public and private experts designed to build their understanding of opportunities, risks and shared responsibilities. Discussion topics will include: assessing potential where P3 projects make sense, selecting private sector partners and advisors, successfully negotiating an agreement, allocating risk and managing and implementing a P3 deal.
