Program Match

An annual program-wide approval process for Surface Transportation Program (STP) projects provides the Secretary with discretion to apply the nonfederal match requirement to an annual program in lieu of individual projects. Prior to TEA-21, which amended Title 23, Section 133(e)(2), a project-by-project approval process was required on a quarterly basis.
