Project Finance Provisions

This section of the Clearinghouse website provides information on Federal legislation influencing transportation finance. The content provides access to summaries of various provisions from the current transportation authorization act, Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), that establish Federal policy and funding levels for transportation finance and related areas.

It also provides information on earlier federal legislation dating from the mid 1990s establishing important of innovative finance tools that are still in use today. These include the Test and Evaluation Program (TE-045) that established the GARVEE and SIB programs as well as several grant leveraging matching tools, as well as the National Highway System Designation Act of 1995 (NHS Act) which contained several innovative finance provisions building upon the experience of prior authorization acts and also codified tools tested under the TE-045 program. Finally, this section provides information on the Transportation Equity Act for the 21st Century which authorized Federal surface transportation programs for the 6-year period 1998-2003. TEA 21 continued core surface transportation programs from the prior authorization act and also added new grant, management flexibility, and project financing opportunities for state DOTs.
