Joint Development
In most states, local governments have home rule authority and can enter into joint development agreements with private developers without special legislation, unless doing so is prohibited by Federal or state law. However, state government agencies (including departments of transportation) need specific authority to enter into joint development agreements.

Florida Statute 337.251
Allows the state to enter into joint development agreements with private owners. It is a good example of generic legislation and has been used for the development of several park-and-ride lots in the state and other transit-related development.
