Technical Assistance

The Center includes a technical services component that provides State DOTs with ready access to the nation's top transportation finance experts. The Center "quick strike" team can assist State DOTs in resolving short-term but intense financial challenges, such as financial plan development, policy evaluation, implementing innovative finance solutions, and assessing risk and benefit of potential PPP opportunities, among others.

With assistance from Mercator Advisors, former U.S. Assistant Secretary for Transportation Policy Emil Frankel, and other industry experts, the Center's Technical Assistance Program provides on-call, fee-based financial and strategic assistance to State DOTs and other organizations. These services can be procured through the existing sole-source contracts established by AASHTO with all fifty State DOTs, the District of Columbia, and Puerto Rico. Similar contracts may be established with non-member agencies to expedite technical assistance requests.
